Stockton man arrested for indecent exposure in Palo Alto

Police arrest suspect Friday after he returns to the block where the Thursday incident occurred

Palo Alto police today arrested a Stockton man who they say pulled down his shorts and exposed himself to a woman in Downtown North Thursday.

Richard Kelly McCloskey was booked into the Santa Clara County Main Jail today after he allegedly returned to the Everett Court block where the Thursday incident occurred.

Police noticed that he matched the description of the suspect, stopped him and called the victim, who positively identified him as the man who flashed her the previous day.

The victim, a woman in her 40s, reported the indecent exposure shortly after 11:30 a.m. Thursday. She said a man was walking toward her as she was proceeding along the 500 block of Everett Court. As he walked by her, the man allegedly lifted his shirt, pulled down his shorts and exposed himself. The woman immediately ran away.

The victim didn't have a cell phone on her but was able to call the police about 10 minutes after the flashing occurred. She described the man who exposed himself as a while male in his 30s, about 5 feet 4 inches tall and weighing more than 200 pounds. She also said he had a potbelly and appeared "unkempt." He was reportedly wearing a light shirt under a dark unzipped jacket and baggy shorts with an elastic waistband.

This morning, police returned to the Everett Court block and saw a man matching the description of the alleged flasher, including the clothing. Officers detained him without incident and, once the victim arrived at the scene and identified him, took him to jail. Police said McCloskey was on active probation in Santa Clara County for a burglary conviction. He was booked on charges of indecent exposure and probation violation.

Police do not believe McCloskey, 39, is responsible for the two other instances of indecent exposure that were reported in early January. In those cases, the perpetrator was described by victims as a white male in his 20s with an "average" build.
