Three San Francisco residents were arrested in downtown Palo Alto on Tuesday night and charged with smashing and burglarizing cars after they were allegedly caught acting suspiciously by plainclothes officers who were patrolling a High Street garage in the aftermath of a burglary spree.
Palo Alto police arrested Shane Springer, 43, Oleg Nevidomyy, 23, and a woman, 21, on multiple charges relating to burglary and drug possession after stopping the vehicle they were in and finding stolen items, heroin and syringes. Police made the arrest minutes after the car, a 2004 Lincoln Navigator, was spotted by plainclothes officers in a parking stall on the second floor of the garage, known as Lot "R." The officers were driving an unmarked car and were specifically on the lookout for burglaries, about 45 of which have occurred in this garage over the past six months.
The officers became suspicious when a man next to the Navigator appeared startled and tried to look busy upon seeing the officers cruise by. Though there was no shattered glass or any other disturbances in the area, the officers took down the Navigator's license plate and proceed to patrol upper levels of the garage. When the officers returned less than 10 minutes later, they saw that the Navigator was gone, that a car parked two stalls away had a broken rear window on the passenger side and that there was shattered glass on the ground, according to a police statement. They broadcast the information about the Navigator over the police radio, triggering a search for the car.
The Navigator was spotted several minutes later on the 200 block of Lytton Avenue. Police detained the three people in the car and searched the vehicle, where they found a window-punching tool, a briefcase and a duffle bag, police said. Officers also learned that two locked vehicles on the second floor of the garage, a 2012 Ford Escape and a 2006 Subaru Impreza, had just been burglarized after someone smashed their windows. Police said the bag and the briefcase contained electronics and cash. They were positively identified by the victims and returned to them, police said.
Officers also found heroin and syringes in the Navigator. The three suspects were booked to the Santa Clara Main Jail and charged with five felonies — two counts of auto burglary, possession of stolen property, possession of narcotics and conspiracy to commit a crime — and two misdemeanors, possession of a burglary tool and possession of drug paraphernalia. Police are also now investigating whether the three are in any way connected with the other burglaries that have occurred in the prominent downtown garage between University and Hamilton avenues. Charges were dropped against the woman.

Wow ... sgsdfgasdg, thanks you for posting that map, I was wondering where Lot R was.
As it turns out, one night months ago my girlfriend and I were parked in that lot and coming back from eating dinner and seeing a movie. We noticed a group of people just hanging out at the top by the stairs and did not think anything of it. As we got to the car and got in started the engine, the crowd had not moved and something just did not sit right with me. It was just odd that they were hanging out in the parking lot doing nothing.
I ended up giving the PAPD a call and reporting them, and feeling kind of silly doing that, in fact after I reported them I felt kind of like I was wasting PAPD's time. After reading this I feel a sense of confidence in my gut that there was just something not right.
It make me wonder what experiences in life would cause people to do stuff like this? What is wrong with some people?

Nice view from top of that garage, good perspective of growth in downtown development, you can look into the windows of several nearby buildings. I use it to watch the sun rise over the east bay hills, but avoid ever leaving my car in there.

Congratulations to the police force in detaining the three hoods. People must be relieved at the fact that the hoods have been caught. Now it is the duty of the courts to deliver their sentence accordingly. Ten years hard labour then deportation!

These people were addicts obviously. Many countries have looked at how they deal with drugs and addiction, crafting new laws that have very much reduced crime by junkies. We don't have those laws so we'll continue to "revolving door" these sort of people. We have a different approach here so we'll be able to see these people on the street again soon, likely stealing some more to feed their habit.
We'll be able to say "Yeah PD" a lot more, but the problem will not go away. In the current system, junkies will continue to steal to feed their habit.
In the mean time, they've just left more of your stuff in your home for the next junkie to try and take.

@Enlgander - how about we look at Singapore as a model country for drafting our drug laws. It is safer, cleaner, and has a lower incarcerations rate than, for example, The Netherlands.

We can be brutal and achieve a goal or we can try to be compassionate and achieve the same goal. America has always been historically against brutality, so its probably why I lean in the direction of compassion.
Some places cut hands off and stone people in the public square. Effective yes, I guess, but I think its pretty f'd up myself.

The problem is not that they were addicts, but that they were "institutional" addicts, I mean to say they had their own little criminal culture, which is a real turn-on for these people, probably as much as the drugs. All the little psychological cues that they loved about being addicts are probably tripled by having close friends to do it with, and to be thieves ... recall the expression "thick as thieves".
I think it's very difficult for these three to change their lives even if they want badly to, it will be nearly impossible given their culture and environment - not that I don't hope for the best. Let them try prison for a while, and meanwhile I wonder if there is any way they can get them to talk about their associates ... they could be part of a local mob group or gang.
I still think this was amazingly lucky and the PAPD was really on the job getting these guys ... so great!
