Councllmember Kou is right. Since the new parking garage downtown will cost over $105,000 per parking space, the in lieu fee when a developer does not provide parking should not be about $63,000. Instead, it is pretty clear that the City of Palo Alto should charge the full $105,000 per parking space as an in lieu fee. Of course, it is better for projects to provide for their own parking needs, but they developers should not be shortchanging the City.
