Palo Alto this week became the latest municipality to require COVID-19 vaccination for city employees, according to a Thursday announcement from City Manager Ed Shikada's office.
In a shift that comes after directions from the City Council and negotiations with the city's labor unions, Palo Alto is following other public agencies that have already instituted a vaccine mandate for employees. The city and county of San Francisco instituted a vaccine mandate in June, becoming one of the nation's first large cities to do so, while Santa Clara County followed suit in late July.
The Palo Alto City Council, which had been on its summer break for part of June and all of July, began pursuing a vaccine mandate shortly after reconvening in early August. On Aug. 9, council members discussed the topic with staff in a closed session. Council members had communicated at that time their desire to work with the employee unions to "implement required vaccinations and a mandatory COVID-19 testing program for the workforce for the safety of our community and employees," according to Meghan Horrigan-Taylor, the city's chief communications officer.
Much like Santa Clara County's mandate, Palo Alto's policy includes medical and religious exemptions. Palo Alto will require all employees who are unvaccinated to get tested for COVID-19 twice per week.
The new policy also creates a testing regimen for each employee group, with the frequency of tests varying by group. Firefighters and police officers would undergo regular testing, regardless of vaccination status. Vaccinated employees in other departments are encouraged, though not required, to undergo weekly COVID-19 tests.
The Palo Alto Police Department, which over the summer had a lower rate of vaccinations than other neighboring jurisdictions, is starting to implement its vaccine and testing mandates this week, according to Horrigan-Taylor. All sworn officers will be required to get tests on the first and third day of their shifts.
The Fire Department, which has a 96% vaccination rate, will require testing every six days, with tests occurring before the start of a firefighter's shift.
"This policy was adopted after careful consideration of the recommendations from public health organizations such as the Centers for Disease Control and Prevention, the State of California Public Health, and the Santa Clara County Public Health Department," the city's announcement of the new policy stated. "The City will continue to monitor conditions and consider the next steps to address the ongoing pandemic."
So far, about 82% of the city's workforce is vaccinated, according to Horrigan-Taylor. In the Police Department, however, the rate is currently 74%. While this is an improvement from June, when only 60% of the Police Department's employees reported being vaccinated, it remains below the city's overall rate.
The new vaccine mandate seeks to change that. According to Horrigan-Taylor, the city anticipates full workforce implementation by Sept. 15 and, at the latest, by Sept. 30.

According to the article, the PAPD officers are only required to get tested.
And in the event of a positive test result, they are probably quarantined for a number of days.
BTW...one can still test positive for Covid-19 even if fully vaccinated.

There’s no permissible way to test belief or faith, so anyone can claim the excuse and will. Police will continue not protecting or serving. us with their shameful 74% vax rate.

Asymptomatic and fully vaccinated individuals can still spread Covid/Delta.
If an officer refuses to get vaxed, a pre-shift & post-shift Covid test should be required of them.
And if positive, they should be quarantined with a loss of pay during that period.

Headline is INCORRECT. This is not a vaccine mandate since employees can avoid the vaccine by accepting testing twice a week.
Headline should have read: Palo Alto requires vaccination or twice-weekly covid testing.
Finally, these tests are not cheap ($13 each at Walgreens for the package) or about $100 a month for each employee that does not get a vaccination. Hey, its only taxpayer money and a safety risk for other employees and the public in general.

I think this is a good move. This pandemic has proven that it is not easily conquered. Mask and vaccine mandates are useful and proven tools to use against it. I'd also like to see a relaxation of HIPPA during epidemics and pandemics. It would be mighty helpful to know who to avoid and who might need support (distanced, of course). I cannot prove this, but I think many infections and possibly even some of the deaths could have been avoided if we weren't bound by HIPPA to maintain strict confidentiality.

My late father advised us to never trust any white doctor working for the U.S. government.
He grew up in Mississippi but had cousins in Alabama who were part of the Tuskegee Syphilis Study between 1932 and 1972...40 years.
This study (aka experiment) was conducted by the CDC using black people as human guinea pigs...hundreds died.
When the coronavirus vaccinations became available in 2021, his last words were "don't trust white bureaucrats and politicians."
He passed away later that summer from kidney failure and we have maintained SIP protocols, the wearing of face masks when in public, and we only shop as needed (groceries, gas, pharmaceuticals).
Everything else is ordered via Amazon or Costco.
Living a somewhat secluded existence has its drawbacks but we are not social butterflies and abhor crowds.
And so to make a long story short, our family members are not getting vaccinated PERIOD but will undergo regular testing to ensure that we don't have the virus in our home.
Fortunately we homeschool and work offsite-online so there is no need for outside interaction.
Hopefully the coronavirus will pass but the CDC is not to be trusted by people of color. [Portion removed.]

I get it. There are a lot of reasons not to trust the US govt, and especially not to trust white doctors, especially as a POC from a community that has faced 400 years of genocide & persecution in the US. Your lack of trust is rational. I don't really trust them either, especially the police. My people (Jewish) were not persecuted as long or as terribly as black people in the US, but for the Jewish people like my family who happened to immigrate to a German-founded city (Milwaukee), it could get ugly, often at the hands of the police. Govt-sanctioned violence against minorities & women is literally written into US law.
That said, this is not a matter of trusting white doctors or the white supremacist and patriarchal Establishment. This is a matter of unusually aligned incentives.
When considering whether to trust the untrustworthy, I find it useful to look into the Why, What, and Who about it. For vaccination: (1) Why? They want us to vaccinate because our being unvaccinated puts THEM in danger. It also puts US in danger, but it's possible that the untrustworthy don't mind that as much as they mind overloaded hospitals and sick medical professionals (not just doctors, but nurses, and janitors) that result from unvaccinated people. (2) What: What they get out of you being vaccinated is a smaller chance of you spreading covid to them. But you get something bigger: a smaller chance of dying.
(3) Most important IMO is WHO is getting vaccinated. All of the white doctors, establishment players (even anti-vaxxers), and rich people are vaccinated. In fact, Rich people were the first to get vaccinated and now are the first to get the booster. When in doubt, follow the rich.
Who is not getting vaccinated? The neo-nazis, white supremacists, right wingers, global warming deniers, and Trumpians (except Trump himself: he is vaccinated (see: Rich above)).
I get your hesitation but remember: good for them does not always mean bad for you.

I was shocked that the Palo Alto police were less vaccinated than the SF Police. What were those unvaccinated officers afraid of? The police interact with the public and are our public servants. They owe us, themselves and their families a safe environment.
If we do not get vaccinated then the virus will continue to mutate and new variants will be MORE resistant than the current ones we are battling. If the majority of people are vaccinated then the virus has nowhere to go and cannot replicate. Take a cold fish eye look at Florida and see how many children are in ICUs.
Why do some people refuse to listen to science? I do get what the earlier commenter referred to concerning white doctors without medical ethics who used Black people to see how syphilis worsens health if not treated. Those white doctors in the Tuskegee Syphilis Experiment told Black sharecroppers that they would receive free medical care if they participated in the study. This experiment went on from 1932 to 1972. Instead the white doctors watched these victims suffer so they the professionals could gather data on what Syphilis does to the human body. Even after penicillin was discovered those Black men were REFUSED treatment. These Black men were lied to and treated inhumanely. I too, if I were Black, would never trust white doctors. Today there are many doctors available who are not white where Black people can seek care.

^^ Not quite as resistant SARS viral strains will continue to challenge the standard Covid vaccinations by being survivors unaffected by the mRNA structural counter measures of the vaccines.
It's like antibiotics. The more they are prescribed or administered, the less effective they become due to the resistant strains of bacteria which are now freer to proliferate.
From a purely methological and scientific perspective, only 1/2 (50%) of a population should be fully vaccinated to scientifically establish the effectiveness of a vaccine.
If 100% of the population were to be vaccinated, medical researchers and infectious disease specialists could never knowingly establish if the coronavirus died out on its own or if the vaccines had any real impact towards curtailing a viral pandemic.
And since the world is made up of billions of people, perhaps a fully vaccinated America along with some other countries can provide the vaccinated 50% faction as 3rd world countries will continue to have low vax percentages.
It boils down to natural selection, family genetics, and survival of the fittest (possibly including the fully vaccinated)...pure Darwin and safely removed from any religious dogma.
It doesn't take a Mr. Science to establish this rational and empirical platform.

Just as a side note: yes the vaccine helps one's immune system to fight the disease, according to the results of the research, so if you get sick you don't get AS sick as you would have without it. How sick that is depends on the condition of your body at that time. The vaccine does NOT prevent one from becoming infected, nor from spreading the virus (thus masking is still a really good idea). One can also bolster one's own immune system and should be doing so, vax'ed or not: sleep, hydrate, exercise, and eat healthy foods, get enough vit C and D from whatever sources you prefer (they ARE proven to strengthen the immune system). The immune system starts in the gut. So make your gut healthy! I'm not a doctor but these are the recommendations and info from my doctor who is a certified clinical nutritionist and knows the effects of good and bad nutrition on all aspect of our bodies. So I pass them on to whoever cares to listen.

You cannot force someone to get vaccinated. This measure is unconstitutional as originalists will argue or concur.
On the other hand, placing restrictions on those who are unvaccinated can be easily initiated and it is being done today in many places.
It is no different than walking around barefoot and without a shirt. This manner of dress is totally legal but restaurants and offices can mandate that individuals dressed as such will not be served or allowed access into their facilities.
So the simple solution is to refuse service or entrance to anyone who is not vaxed or who cannot provide proof of a negative Covid test within the last 24 hours.
How easy is that?

Many clerks aren't even allowed to confront or detain shoplifters until the cops get there. One airline, United I think, even did a PR campaign AGAINST the practice of duct-taping disruptive passengers to their seats with much amusing quibbling about whether it was silver duct tape or some other kind of tape. Hardly a deterrent! The poor flight attendants are still lobbying for more protection.

What bothers me about this is that the unions had a say. What if they objected? At issue is public health and safety. LIVES. When the post-incident review on COVID is done I hope it includes the recommendation that in an emergency situation, City Council does not have to wait for Union agreement.

A "mandate" is not a mandate if it includes any loopholes other than VERIFIED medical exemptions for people who react badly to vaccination. No cheating allowed. If the Fire Dept can do 96%, then the rest of the employees can too. It's really easy. Just sit down, look the other way, and get the "jab" --- twice and then a 3rd time if necessary. The anti-vaxers need to realize that public responsibility comes with public service and is a necessary part of their job descriptions. If they don't like that, then there are 4 million other open jobs in the USA for them to choose from.

Also, there's been lots of recent news on how insurance companies are starting to charging the unvaccinated and their employers higher premiums because the cost of treatment is now running into tens of thousands of dollars. So not only with anti-vaxxers be paying more personally, we the taxpayers will also be paying more for their insurance.
Not a day passes where we don't see news Covid outbreaks at prisons, something our highly paid police and city leaders must know.

State laws may differ on this subject, but there is no right as an American.
In California, there are very narrow exceptions, which very, very few people can qualify for.

For those who ignore mainstream REAL news, the Pfizer vaccine now has full non-emergency licensure from the FDA, so that takes away another anti-vaxer excuse to evade their public health duties to society. Moderna also will follow very soon, and Pfizer and Moderna are "the big two" of the USA vaccination effort.
Experts say that the full certification and approval of these vaccines will make it even easier for employers and school districts to mandate full vaccination for their employees and staff. This is very good news for public health and safety. Such mandates are totally legal under our present rule of law, unlike what some uninformed people are ranting. Also, soon children 3 (or so) to 11 also will be cleared to be vaccinated, hopefully in a few months. More great news when it happens. "And the beat goes on". Inexorably.

It's gotten to the point where the remaining large number of confused (at best) people have to be given a very powerful incentive to get vaccinated to tame (but not totally eliminate) this monster. Use federal power granted to the Executive Branch by Congress and the US Courts to put refusers covered by those powers, and with no valid excuses, in a nasty conflict --- get fully vaxed and keep their jobs, or refuse vaccination and try to find another job as good as the ones they lost.

I support this. I hope the city will continue to report percentages of vaccination, especially for the Police Department.

1905 was prior to the Civil Rights Act of 1964, which prohibits religious discrimination. Like another poster pointed out, all they have to do is claim religious discrimination because faith can't be tested. Sadly, they'll probably get away with it. Lawsuits will be filed, and that's why some employers are going with soft mandates. They're trying to avoid litigation, and rightfully so.

Are we striving towards containment of the coronavirus or an endemic?
If containment is the objective, full vaccinations should be required of all American citizens.
If an endemic is the goal, then herd immunity will finally be established after a certain number of individuals perish due to Covid based on natural selection and survival of the fittest.
The Spanish Flu went away on its own based on survivorship as there was no vaccine for this epidemidemic until the early 1940s.

Like in Viet Nam and the Middle East we fought a war of containment and lost.
This is war and there is no clearcut solution.
Winning a war (in this case against Covid-19 and its variants) will require
further loss of lives to ensure herd immunity or an 'endemic'.
Containment = vaccinations and mask mandates to curtail hospitalizations and further suffering.
Endemic = eventual widespread global immunity via further deaths among the anti-vaxers, minimally vaxed 3rd world countries, and the poor.
Call them casualties of war.

The way to defeat ignorant, stupid, anti-social anti-vaxers is simple. Strip them of their jobs and also of unemployment insurance when they are "terminated for cause". They can have a few simple choices. Bankruptcy, get fully vaxed, or move to some horribly nasty antebellum Red State and leave we highly useful and intelligent people in the USA alone --- alone without their ignorant "traditional values" stupidity. What a relief for useful, intelligent people who really matter to OUR USA.
This is Civil War II because we didn't finish Civil War I properly. And we Yankees will win again. And this time, we must make sure that the war is over forever. Think about that, anti-vaxer Rebs.
