This from a city that won't use the word "surplus" in its budget documents??
Well, I guess whatever works so they can keep justifying spending and raising utility rates and salaries for our "leaders": without requiring accountability and/or not dealing with out unfunded pension liabilities.

Yeah - people are on the move. Many offerings here in PA as the University and high school sports and events are in contention for many awards. And all of those people came here in CARS. And they are going to visit the stores that are open on University and side streets. And they are going to park in the city garages.
Hello city! That is the way it is suppose to be. Airports and travel are flowing now so enjoy that the economy is coming up for air. Do not shut down University and kill the golden goose that is arriving with Christmas and the year-end holidays. All of the hotels and stores are dependent on people parking within walking distance of their destinations.
