why are the building permits so steep in palo alto? Instead of charging so much for permits to create revenue why doesn't the city hire someone who knows how to save money on public works projects? For example, i can't believe the city of palo alto paid turner construction company +14 million dollars for 2 parking structures. Alma and bryant structures

The prices are so steep in palo alto because city restrictions and employment guidelines for such projects deters low biding companies to reject such projects.

Those numbers are the total construction costs, not the permit fees. The City of Palo Alto site has the fee schedule: Web Link

'resident', the City did not pay Turner $14M to build two parking structures downtown. Turner was the construction manager and McCarthy was the contractor. It's public record, if you care to research it.
