Peckham and McKenney, the firm recruiting candidates to fill the vacant position of Director of Community Services now held on an interim basis by Greg Betts, has announced that it will soon be recruiting for the currently vacant position of Assistant City Manager that has been vacant since Emily Harrison left. The Assistant City Manager supervises Deputy City Manager Steve Emslie and Assistant to the City Manager Kelly Morariu.

We're hiring WHAT? Another big $$$ job to do WHAT? Steve Emslie doesn't need a 'supervisor'. He's one of the few people at city hall who has it all together. What ARE they thinking of?? Keene has added two new executive positions after Emily Harrison left. Many city-watchers thought that Emslie and Moriau were splitting Harrison's duties. City Council TAKE A LOOK AT THIS ONE before fat hits the fire.

Jim Keene is the big honcho in town; he wants to surround himself with high paid support so he can insulate himself from the slings and arrows of a skeptical community.

We have witnessed this already when he did not show up for the recent meeting at Escondido School to discuss the tree cutting debacle on California Avenue; he sent Steve Emslie to run interferance for him.

He also has brought back several of the retired executives as special managers. Can you say top heavy administration? Trim the fat. The city council and city manager keep saying we're in a fiscal crisis, yet we keep hiring more top level managers. Oh, that's right, the budget crisis only applys to the working or field level minions. Protect your close knit group of friends and hire them as consultants or managers for $100K plus. Just like when the tried to tell Dorothy, "Pay no attention to man behind the curtain..."

It is interesting to see from the link provided, that Los Altos is also advertising. The difference is that their job description states "the General Manager and will enjoy the benefits of a politically stable environment and outstanding organization of 103 highly-competent and dedicated staff members".

I want to know why we are not looking for a new Public Works Director, and Assistant Public Works Director, and senior public works engineers.

On March 10, 2008 our former city Manager stated to council that the majority of this department would be retiring.

I just received an e-mail from Peter Drekmeier about his event to reduce greenhouse gases to take place on October 14th. He lists one of the speakers as Debra van Drynhoven as Assistant to the City Manager.

How many assistants to the City Manager does Jim Keene have? Along with Steve Emslie Deputy City Manager and Kelly Morariu Assistant to the City Manager, he now has Debra van Dryhoven. You mean he's also going to hire an Assistant City Manager too!! Can we afford Jim Keene; will he do any work or will he just delegate?

Which begs a couple of question; who are the Assistants to the Assistants? Will we have to expand the 7th Floor?

Jim Keene has been padding his inner circle ever since he got here, while at the same time wants to cut SEIU. This organization is ridiculously top-heavy. For those who like to demonize SEIU, I suggest you look at the numbers in management and see how many of them actually "supervise" anyone. You will be truly surprised.

To "SEIU worker" -

Remember that the name of the group you are denigrating is not "management", it is "management, professional, and confidential". By intent it includes employees who do not supervise, like attorneys, auditor's staff and confidential employees in the HR Department who work on negotiations.While I understand that SEIU might like to force those folks into their union - as they did with some other professional engineers and planners recently - that's not likely to happen. Can you imagine those responsible for negotiating with the union being in the union? I think not!
It is true that only about half of those in the "management, professional, and confidential" unit actually supervise. The other half aren't supposed to, by definition - but neither should they be in the union! Get real here, folks!

The city chater calls for that position - but it's filled at the whim by the CM -and Benest left it for the new person (ALMOST said guy -PC gripped me in time). Agree it sghould be Steve, but the process it the process and it can't be done with out the process. All must be perfect in Palo Alto - if not ALL as it should be, then it is totally wrong and can't be done. 90% is complete failure.

"Which begs a couple of questions; who are the Assistants to the Assistants?" Well, I just found out the secretary assigned to the Deputy City Manager has been temporarily assigned to Jim Keene until he is able to hire his own secretary.

Our City Manager must be spending a lot of time interviewing for the many empty positions available on the 7th floor. If you're out of work apply!!
