@UC Davis Grad: 1. He never advertised or publicized himself as offering services to the public and the cops and detectives in East Palo Alto didn't, and don't, have resources to devote to finding unlicensed massage therapists. I doubt anyone in authority knew what he was doing. 2. He lived in East Palo Alto with his relatives for many years in an extended Latino family (his nephew or cousin or uncle was a neighbor with whom he lived for many years on my street). I never knew what the guy was doing, except cutting the lawn every now and then 3. He found victims in the Latino community by word of mouth, primarily.
I'm glad the pervert is off the street.
