How does a family in need access these resources?

It is more important that these donated goods & financial resources make their way into EPA as Palo Alto is a more affluent community.

If one can afford to pay $3000 per month for a studio apartment or $5M+ for a home, they are not hurting for money nor for food unless they are incapable of managing their finances.

The only possible excuse...living beyond one's means which indicates a preoccupation with keeping up appearances. No sympathy here.
