Given that rubber bullets are fired by police at fairly close range and with no need to make a split-second decision, I think that, anytime a rubber bullet hits someone in the face or head, potentially blinding or otherwise seriously injuring them, the presumption should be that the police officer was aiming for their face, and that officer should be investigated and punished.
