Southbound?
That makes sense, but if you do that, then there is just one lane going south. Wouldn't that back things up more?

Yes. Southbound.
If they make the right turn lane run for about a half a block until hitting Lytton, then have the thru traffic merge before that, it should free up the congestion. Or at least get the ones who usually use that lane past Lytton, to get in the habit of staying out of it until passing Lytton. OR, maybe post a sign saying that between the hours of 7-10 (or whatever the traffic calming time is), the right lane will be used as a RIGHT TURN ONLY lane.
As it is now, the right lane can back up for several blocks during that time.
