Cooling centers open to beat the heat

With record-setting temperatures hitting the Bay Area today, county and city officials are notifying residents that cooling centers are available throughout the region.

Do I read this correctly, the only cooling center in Palo Alto is the Opportunity Center?

I can definitely see our local residents sharing the Opportunity Center with the homeless during this heatwave.

I am fairly sure that cooling centers are meant for those who don't have a plug for a fan..
