Finals after Winter break

I have watched my 2 kids spending winter break on doing projects that are due the first Friday after the break, and trying to study for the finales that are starting on Wed.
Is it too much for the high school students to have a break of two weeks, with no projects, homework and finals to worry about?
I think most or all of the cities around Palo Alto have their finals before the winter break. Why is Palo Alto different?
Hop they they will change it for next year!!!
