Hard to believe that we will be seeing solar-powered commercial flight any time soon. However, maybe there might be some value for drones--that currently need to return to base for refueling.

And if this plane is forced to land short of any of its intended destinations--should people use fossil fuel to rescue them?

Why not? They used horses to rescue broken-down Model Ts.

For a time. But it didn't take long before they invented vehicles to "rescue" disabled vehicles .. and horses disappeared from our society's roadways.
However, with this "solar explorers" consider the use of fossil fuel as part of their energy budget for any flight where they end up crashing, or are downed for whatever reason?
