Why the heck not?! If the info in the article is correct and the pickup driver did run a red light why on earth would the police not give the driver a citation?

If no one is killed, my experience with the Palo Alto Police is that at best they will write a report assigning blame and then let the insurance companies and civil lawyers figure it out.
