Is it legal to smoke in a restaurant...even outdoors?
And can one bring their won smoking mixtures (i.e some good weed)?

I would ask the owner. Being a Middle Eastern restaurant & being that both medical & recreational cannabis is now legal in CA, some Blond Lebanese or chocolate brown Moroccan has should not pose a problem.

Well, as a Turk, I found their Iskander Kebab to be pretty good (my general standard). Smoking? Yep, we do that.
