"Future-proofing" ??? If PA knew how to do that, they wouldnt have situated the city in the middle of the railroad tracks without considering the people and who would have to cross them every day.

@MyFeelz: Check your history. The train long preceded the city. There were several smaller towns that were incorporated into Palo Alto. There were so many fewer trains at the time (people weren't commuting to SF for work) that crossing the track was a trivial matter.
As for future proofing, we don't do that very well, do we?
