For those who are registered as "no Party Preference," they're a DEADLINE for requesting the cross-over ballots before the March 5 primary? Seems to me that's an important piece of info missing from this article.

I am No Party Preference because neither the Democrats nor Republicans share my values. I hate that I have to (temporarily) register as a democrat in order to exercise my right to vote in the Primary. Since NPP voters are the second biggest block of voters in California, we should get ballots that show EVERYONE who has qualified for the ballot and let us decide for ourselves.

Pat: You do not have to register in the Democratic Party to get a Democratic ballot for the primary. You just request the Democratic ballot.

You MUST be a registered member of the Republican, Green Party or Peace and Freedom Party to vote for their candidate.

CA has same day voter registration so anyone may reregister at the polling station and get the ballot of whatever party she/he chooses on ELECTION DAY. If someone wants to vote by mail and declined to state a party preference they must apply for the party ballot they wish (DEM, AIP, LIB) from the ROV. But anyone can go to any vote center in their county and vote in person receiving the relevant crossover ballot and vote

I hope this clarifies the article.
