This is just wrong, wastewater monitoring cannot count the number of Covid cases.

It doesn't count them, but it's closely correlated with infection counts. Since people are all testing at home, and not reporting test results to any kind of central system (as happened with the PCR tests early in the pandemic) this is the best available measure of how much virus is circulating in the community.

Please describe the region covered by the Palo Alto wastewater treatment plant. It is not necessarily about Palo Alto specifically showing a high rate of Covid infections.
