Supreme Court case about impact fees could have huge consequences for housing in California

The highest court in the land will soon decide how much leeway cities and counties have in offsetting new construction with fees to pay for infrastructure.

But is Sheetz the guy who's got plans to build a huge retreat in that area without the infrastructure to support it? Whose neighbors are up in arms about it? Who wants the taxpayers to pay the costs of supporting his project? Or was that someone else?
